Article I
Name

The name of this organization shall be the Brigham Young University College Republicans

Article II
Purposes

Section 1. To develop political skills and leadership abilities among members of the BYU community as preparation for future service by them to the party and the community.

Section 2. To make known and promote the principles of the Republican Party among members of the Brigham Young University campus and the community.

Section 3. To aid in the election of republican candidates at all levels of government.

Section 4. To encourage and assist in the organization and active functioning of the Republican Party at local, state, and national levels.

Section 5. To promote and support the tenets and values inherent in the BYU Honor Code.

Article III
Officers

Section 1. The officers shall be Chairman, First Vice Chairman, Second Vice Chairman, Secretary, and Treasurer.

Section 2. All officers shall be elected at a regular chapter meeting between March 15 and April 15 of each year, to be announced in writing to all members not less than two weeks in advance.

Section 3. Nominations of candidates for office in the club shall be made from the floor by any member in good standing.

Section 4. Officers shall be elected by an absolute majority of those members (as defined in Article V) present and voting.

Section 5. Vacancies occurring in chair positions will be filled by order of seniority in the existing succession of chairmen, which shall be chairman, first vice chairman, and second vice chairman. Secretary and treasurer will maintain positions in the event that chairman vacancies occur.

Section 6. All vacancies among the officers not filled through succession shall be filled by a special election by club members in good standing within two weeks of the vacancy. A person elected to office or to fill a vacancy shall serve as officer until the next annual election.

Article IV
Executive Board

Section 1. There shall be an Executive Board which shall govern the Brigham Young University College Republicans.

Section 2. The Executive Board shall consist of the officers of the Brigham Young University College Republicans and the chairman of each standing committee. Each member shall have one vote on the Executive Board.

Section 3. The Executive Board shall introduce, approve, and implement all actions and activities necessary and proper for the functioning of the club and not inconsistent with this constitution or the By-Laws.

Article V
Standing Committees

Section 1. The Standing Committees of the club shall be Activities, Public Relations/Press Relations, Service, Speakers/Issues, Technology, and Recruitment.

Section 2. The Executive Board may create ad hoc committees, as approved by a two-thirds majority vote of the Executive Board.

Section 3. The chairmen of standing committees shall be appointed by the officers and approved by the Executive Board.

Section 4. Chairmen must be appointed within thirty days of the first meeting of fall semester or within thirty days of any occurring vacancy during fall or winter semesters.

Section 5. The chairmen of committees may create and appoint subcommittees and directors as needs arise. These positions will not vote on the Executive Board.

Article VI
Membership

Section 1. Any person affiliated with the Brigham Young University community may apply for membership. Membership application information may be obtained from any member of the Executive Board.

Section 2. Annual dues are required for membership in the club. The amount shall be set annually by the Executive Board, and shall be collected by the Treasurer. Dues shall be set at least one month prior to fall semester.

Section 3. A member in good standing shall be defined as one who has paid dues in full for the current school year and has not been found in discordance with the Brigham Young University College Republicans constitution by a two-thirds vote of the Executive Board.

Section 4. The Executive Board shall have the power to enforce proper recourse in the event of a member being found in discordance with the constitution.

Section 5. In order to hold a position, be elected, or to vote in the Brigham Young University College Republicans Club, one must be a member in good standing.

Article VII
Amendments

This Constitution may be amended in the following manner: a voting member of the Executive Board shall submit the proposed amendment, in writing, at a meeting of the Executive Board. Upon ratification by a majority of the Executive Board, the amendment shall be presented to the general club within one month of ratification, with two weeks notice. The proposed amendments shall become effective upon an affirmative vote at the election of 2/3 of those voting.

Article VIII
Impeachments

Section 1. Club officers may be removed from office on the basis of failure to fulfill in good faith their assigned duties, or for conduct unbecoming of a club officer, as determined by the general membership of the club.

Section 2. The motion to remove an officer may be made when two or more complaints are brought before the executive board regarding a board member's actions, the board will bring it to impeachment proceedings before the club, if the complainant still desires it, after a two week period. This motion may be made at any regularly scheduled meeting of the club, excluding meetings with a scheduled guest speaker. A scheduled guest speaker shall be defined as anyone who is not a member of the BYU College Republicans who is scheduled at least one week in advance to address the general membership of the club.

Section 3. The club member making the motion to remove from office shall supply in writing to the club chairman, secretary, and officer nominated for removal, the grounds upon which the motion for removal was made. Those grounds shall then be read by the secretary (or if it is the secretary who is nominated from removal the club chairman shall read) to the general club membership.
Upon receiving a second to the motion of removal, the club secretary shall call for a vote of the dues-paying members present to proceed with the motion. If twenty percent of the dues-paying members present vote to proceed with the motion, the club secretary shall schedule a vote for removal from office. The vote shall take place at the next regularly scheduled meeting of the club which does not have a scheduled guest speaker, provided that it is not more than three weeks after the date on which the motion to remove from office was made.

Section 4. At the meeting where the vote is to take place, the motioning club member shall have ten minutes to present to the general club membership the grounds and reasons for removal. The accused club officer shall then have ten minutes to present a defense. After statements from both sides have been made in full, the club secretary shall call for a vote of the general club membership. Any dues-paying member may vote, provided they have been a dues-paying member for at least one week prior to the meeting at which the original motion for removal was made.

Section 5. The officer nominated for removal shall be removed from office if sixty percent of the general membership present, who meet the criteria provided in section 4 of this article, vote in favor of such removal. The removal shall take effect immediately and a replacement election shall be held at the next regularly scheduled meeting without a scheduled guest speaker.

Amendments

Amendment I. An amendment can be passed when a quorum is present, including at least one member of the executive board. The said amendment must be submitted in written form to the executive board. The executive chairman has veto power; however, a two thirds vote can override an executive chairman's veto.

Amendment II. The executive chairman may create and abolish committees as needed.

Amendment III. The executive board and members must be notified of impeachment proceedings with date, time, and place no less than two days prior to the impeachment hearing. Candidate for impeachment will be removed upon a two thirds vote of members present. Amendment III repeals the prior impeachment proceedings.

Amendment IV. Prior to the annual elections, a member must inform the executive chairman of his/her intent to run for office seven days in advance, with the exception of illness or other extenuating circumstances approved by two thirds of the executive board.

Amendment V. All rights and responsibilities pertaining to executive board members and club officers will transfer to newly elected members at whatever time is most convenient for both parties and not later than one month prior to the beginning of fall semester.
